Phillips 66 is performing maintenance on an electrostatic precipitator at its Borger, Texas, refinery, Dow Jones Business News reports. Phillips 66 said in a filing with the TCEQ the FCCU associated with the electrostatic precipitator would not be shut down. Excess emissions could occur between Sunday and Feb. 24, the company said.
