An EPA official on Wednesday said the agency is analyzing a shift in the responsibility for complying with the Renewable Fuel Standard (RFS) from refiners to blenders. Via Platts, any change in the law would not take effect in the 2017 RFS.
Refiners have long advocated for reforming or repealing the law, claiming it is a burden to their industry and harmful to the economy and consumers. Valero and Monroe Energy in February petitioned the EPA and a U.S. district court to shift the blending responsibility to blenders, arguing it would ultimately benefit the biofuels industry.
