President Obama on Wednesday signed into law a bill that gives federal pipeline regulators new emergency powers. Via The Hill, the bill renews an existing pipeline safety program and empowers the Pipeline and Hazardous Materials Safety Administration (PHMSA) to issue emergency orders if an incident uncovers a widespread problem. The bill also mandates new rules for the construction and operation of underground natural gas storage facilities.
A recent rash of pipeline incidents — most notably last year’s crude oil spill near Santa Barbara that fouled a popular tourist beach — has brought scrutiny to the pipeline industry. The pipeline safety bill passed unanimously in both the House and Senate.
