Iowa regulators have declined to expedite a request by Dakota Access to start building a segment of a pipeline that will carry Bakken oil through the Midwest. Via the Associated Press, the Iowa Utilities Board on Tuesday said it would take time to hear comments from opponents of the pipeline. Construction is set to begin this week in the three other states — North Dakota, South Dakota and Illinois — that the 1,150-mile pipeline will cross.
