UPDATE: The South Coast Air Quality Management District on April 2 voted in favor of allowing ExxonMobil to restart its Torrance, California, refinery.

ExxonMobil has entered a preliminary agreement with California regulators to restart the damaged FCCU at its Torrance refinery. Via Reuters, the agreement is subject to the outcome of a board meeting of the South Coast Air Quality Management District this coming Saturday.
ExxonMobil is contractually obligated to restart the FCCU before it can complete the sale of the refinery to PBF Energy. PBF said restart activity was to begin this month but was delayed by a power outage.
The refinery has been running at reduced capacity since February 2015, when an electrostatic precipitator exploded due to overpressurization.
