California’s Bay Area Air Quality Management District (BAAQMD) last week adopted a resolution to cut refinery emissions by 20% by the end of the decade. Via Richmond Confidential, the resolution mandates the air district’s staff to make a plan to achieve the emissions target and submit it to BAAQMD’s board of directors by the end of the year. The resolution affects five local refineries owned by Chevron, Shell, ConocoPhillips, Tesoro and Valero.
The Western States Petroleum Association (WSPA) pushed back against the resolution, asserting that the board did not rely on science-based rulemaking. John Elm, a lawyer for WSPA, said the resolution was based “entirely on speculation.”
