Phillips 66 has delayed the startup of its new 100,000-barrel-per-day NGLs fractionator in Sweeny, Texas, in the wake of a temporary mechanical failure, FuelFix reports. Phillips 66 spokesman Dennis Nuss said a mechanical issue with a furnace caused the delay. He said the company expects to start up the unit by the end of the fourth quarter. Phillips 66 originally planned to bring it on line by the beginning of this month.
