The EPA authorized the Texas Commission on Environmental Quality (TCEQ) to issue greenhouse gas permits on Tuesday, the Associated Press reports. The EPA’s move comes after a long, contentious battle between the state and the federal agency over greenhouse gas permitting rules implemented by the EPA in 2011. In 2010, Texas Gov. Rick Perry and Attorney General Greg Abbott pushed back against findings the EPA ultimately used to establish its rules, refusing to issue new permits. The EPA has been issuing permits directly since that time. The Texas legislature last year passed a law authorizing the TCEQ to issue permits, and yesterday’s move is the culmination of the federal and state agencies working together to agree on a program that meets federal standards.
