Tesoro’s Wilmington refinery was reportedly shutting down last week after a compressor broke and a gasoline unit at its nearby Carson refinery was also said to be down. California has generally seen higher fuel prices than the rest of the country this year, a trend shaped by refinery incidents such as the explosion at ExxonMobil’s Torrance facility in February.
