FERC approves construction of Rover Pipeline
DALLAS — The Federal Energy Regulatory Commission (FERC) recently approved Rover Pipeline LLC’s application to construct and operate the Rover Pipeline Project. FERC’s order allows Rover to move forward with its pipeline. FERC’s order also approved Rover’s proposed tariff rates without modification. Rover anticipates it will meet its targeted in-service goals of July 2017 for Phase I and November 2017 for Phase II.
The project consists of new interstate pipeline and related facilities extending from the Appalachian supply area to a proposed interconnection with Vector Pipeline LP in Livingston County, Michigan. The pipeline will transport up to 3.25 billion cubic feet of domestically produced natural gas per day to markets in the Midwest, Northeast, East Coast, Gulf Coast and Canada, with direct deliveries to Ohio, West Virginia, Michigan and into the Dawn Hub located in Ontario, Canada.

BridgeTex expands to deliver oil to Houston Gulf Coast
TULSA, Okla. — BridgeTex Pipeline Co., owned 50/50 by Magellan Midstream Partners LP and Plains All-American Pipeline LP, is expanding the BridgeTex pipeline’s current capacity from the Permian Basin of 300,000 barrels per day (bpd) to a new capacity of approximately 400,000 bpd. The expanded capacity is expected to be available in the second quarter of 2017, following enhancements to existing pumps and related equipment.
The 20-inch BridgeTex pipeline system currently transports Permian Basin crude oil from Colorado City, Texas, to the Houston Gulf Coast area. Beginning early in the second quarter of 2017, a newly constructed origin point at Bryan, Texas, located 100 miles northwest of Houston, will also begin operations to accept shipments from the Eaglebine region for delivery to Houston.

Velocity plans construction of second pipeline and terminals
TULSA, Okla. — Velocity Central Oklahoma Pipeline LLC, a wholly owned subsidiary of Velocity Midstream Partners LLC, has obtained long-term customer commitments supporting the construction of a second oil pipeline through the fairway of the South Central Oklahoma Oil Province (SCOOP), located south and southwest of Oklahoma City, providing connections to Cushing and the Wynnewood refinery owned by CVR Refining LP.
The new pipeline will allow producers to deliver as much as 100,000 barrels per day of truck-injected or pipeline-gathered barrels to the most reliable and competitive markets. The pipeline runs parallel to Velocity’s existing SCOOP system, which is fully contracted and has a capacity of 100,000 barrels per day. The new pipeline and planned gathering lines, coupled with the four newly constructed dual-product truck injection terminals, will enable producers throughout the SCOOP to segregate their heavier crude barrels from their lighter barrels.

Atlantic Sunrise Project receives FERC authorization
TULSA, Okla. — The Federal Energy Regulatory Commission (FERC) has issued to Williams Partners LP a certificate of public convenience and necessity authorizing the Atlantic Sunrise expansion. The project will be an expansion of the existing Transco natural gas pipeline to connect abundant Marcellus gas supplies with markets in the U.S. mid-Atlantic and southeastern regions.
The mainline facilities will create a much-needed path from the northern part of the Transco system to markets along the Eastern Seaboard for a portion of the project capacity in time for the 2017 to 2018 heating season. Construction on the Central Penn line, the greenfield portion of the project, is targeted to begin early in the third quarter of 2017, which will allow the full project capacity to be placed into service in mid-2018.
