Tesoro is restarting units at its Martinez, California, refinery that shut down in a weekend power outage, Reuters reports. The company expects flaring until the units have restarted.
Tesoro said last month it was pushing back the completion of a project to integrate its two Los Angeles-area refineries from early 2017 to mid-2017.
