According to Greg Armstrong, Chairman and Chief Executive Officer for Plains All American Pipeline, there are a number of challenges that the energy sector must face every single day “as we try to anticipate the need for this country to continue to expand the resource base.” In addition to regulatory concerns, overlap between different governmental entities, international trade issues and terrorists, a major political challenge to building infrastructure is the impact of environmental activism and public protests. “We’re always going to have to comply with environmental [mandates] but what we’ve found is that we’re sometimes faced with, for lack of a better term, activists that really don’t care whether we comply with the rules or not,” he said, addressing delegates at CERAWeek by IHS Markit held recently in Houston, Texas. “In their book, [some projects] shouldn’t be built.”
The Honorable Daniel Sullivan, United States Senator from Alaska, joined Armstrong on the panel and encouraged the energy sector “to seize these energy opportunities in America.” Dr. Daniel Yergin, Vice Chairman, IHS Markit and Chairman of CERAWeek, moderated the session.
