CDR Callaghan, VTS Coast Guard, gave a post-Harvey update at the Greater Houston Port Bureau September Commerce Club event. He and his colleague discussed the recent activity that the VTS Coast Guard experienced in the Greater Houston area during Houston's record flooding.
