P2S: Delivering Client Value through Proven Integrated Services

Plant Performance Services LLC, operating as P2S, offers an integrated service line that assists process and nonprocess industries in improving the overall efficiency and cost effectiveness of their plants and facilities.

P2S provides services that support plant and facility owners’ maintenance, small capital projects and sustaining operations needs. Services include turnarounds, heat exchanger cleaning, electrical and instrumentation, fabrication, maintenance, boiler repair, construction and other specialty services. P2S can also leverage its core services by working with sister companies to provide other full-service support such as engineering.

P2S was formed by Fluor in 2003 to expand Fluor’s existing operations and maintenance capabilities. Safety — A P2S core value
P2S takes a proactive approach to providing and maintaining safe working conditions for all stakeholders on its projects by promoting HSE awareness achieved through the adoption of Fluor’s ZERO IncidentsSM safety culture.

During a recent meeting of the Greater New Orleans Industrial Education Council (GNOIEC), P2S received two 2006 Injury-Free Performance Awards, a Most-Improved Contractor Performance Award and the 2006 SIC Code 16 Outstanding Safety Performance Award, emphasizing P2S’ strong focus on safety.

In 2007, P2S received seven awards for Meritorious Safety Performance at the annual meeting of the National Petrochemical & Refiners Association (NPRA), as well as recognition for Exceptional Safety in the specialty contractor category of ABC’s National Safety Excellence Awards. It is ultimately clear that P2S takes safety seriously.

Turnaround, outage and shutdown services
P2S has developed a highly diversified set of specialized service offerings to support schedule-sensitive turnaround, shutdown and outage activities. Its expertise includes work on towers, drums, vessels, heat exchangers, piping, furnaces, heaters, and other process-related mechanical and electrical equipment.

Not only does P2S have the skilled personnel, planning systems and construction equipment to support traditional turnaround activities, it invests in specialized and proprietary technologies as well. One example of specialized technology has been developed for alkylation unit turnarounds, which involves work around HF and sulfuric acid units.

“P2S outfits self-contained trailers that can quickly and thoroughly decontaminate worker protective gear on site,” said Gary Karr, vice president of Eastern Region Operations. “By having on-site access to these trailers, we are able to maintain high levels of worker productivity.”

In addition to specialized technologies, P2S applies its integrated project execution approach to turnaround services. P2S works closely with owners to plan every detail of a turnaround including scope development, staffing requirements, and sourcing and prepositioning of equipment and materials. Preplanning and contingency planning are crucial for a timely turnaround.

According to Joe Lichon, vice president of Western Region Operations, “On those occasions when unexpected conditions occur, P2S can quickly respond with emergency design, fabrication and procurement services available through internal resources and pre-established relationships with key industry suppliers.”

Reflecting upon P2S’ performance on an emergency furnace repair this past spring, a longtime P2S client in Texas stated that not only did the P2S team meet their needs, but they did it safely, efficiently and with a friendly attitude.

P2S supports the effort to attract new and qualified workers to the industry by participating in the NCCER (National Center for Construction Education and Research) membership program. P2S’ affiliation with the NCCER helps confirm the qualifications of P2S craft personnel to provide turnaround and other services at client facilities.
Specialty Equipment Services (SES)

The P2S ServTech brand is frequently associated with a full range of heat exchanger maintenance services. Through its recently formed Specialty Equipment Services (SES) unit, P2S offers a comprehensive approach to extracting, cleaning and inserting heat exchanger bundles weighing up to 80 tons.

The extraction phase of a heat exchanger cleaning project begins with P2S’ patented Fast DrawSM and Aerial Fast DrawSM technologies.

For heat exchangers located less than 15 feet above grade, the Fast Draw system can be used, which consists of an articulated hydraulic cradle mounted to a heavy-duty truck. This truck-mounted extraction method eliminates the need for a crane and can reduce bundle extraction and insertion time by up to 80 percent. For heat exchangers located more than 15 feet above grade, Aerial Fast Draw uses a crane to position a hydraulically operated cradle that extracts heat exchanger bundles. Both systems offer a safe and efficient means of bundle extraction.

After extraction, bundles are cleaned using the Fast CleanSM hydroblasting system. The shell side of the bundle is cleaned with a truck-mounted hydroblaster and rotating bundle cradle. Tube cleaning is accomplished using a semi-automatic, multilance system that can clean eight or 12 tubes simultaneously.

Fast Clean eliminates most hydrocarbon and iron scale deposits, allowing longer operation without fouling. More than 40,000 heat exchangers have been cleaned using these systems without a single lost-time injury.

Electrical and instrumentation
P2S SECO has a reputation as a reliable provider of electrical and instrumentation (E&I) services. It ranks among the largest of E&I service providers in the United States that cater specifically to the process industries. P2S maintains core E&I expertise in Texas, Louisiana and California, and has mobilized crews to support construction and maintenance projects in many regions of the United States.

P2S can provide E&I crews ranging in size from two to more than 500 craft personnel. Examples of facilities served include gas processing plants, chemical and petrochemical facilities, refineries, pipelines, power plants, offshore platforms, and drilling rigs. P2S can support offshore platforms domestically and internationally, and can provide onshore fabrication and offshore hookup.

“E&I is one of the largest components of P2S,” said Mack Bozarth, head of P2S SECO. “We’re very flexible in our execution approaches, and are equally comfortable providing standalone E&I services directly to owners or working jointly with other P2S service lines and contractors to provide single source project accountability.”

This flexibility was recently demonstrated on a major platform project, in which P2S coordinated with the owner and other contractors to rapidly expedite major repairs.

Fabrication and specialty welding
The P2S PECO group provides high-quality metal fabrication to the refining, petrochemical and power markets. P2S routinely fabricates coils, manifolds, headers, crossover piping, ducts, economizers and other complex metal components to owner specifications. Fabrication can be performed in a shop environment or on site as required.

P2S operates a fully equipped 60,000-square-foot fabrication facility in Sand Springs, Okla. The facility employs an average of 100 personnel including specialized welders and certified welding inspectors. Quality is maintained through 1,250 documented welding procedures covering materials such as zirconium, duplex stainless steel, Incoloy 800 and Hastelloy.

P2S is qualified to perform ASME and National Board code welding for fired and unfired pressure vessels, power piping and B31.3 process piping.

“In addition to our expertise with complex tubular components, we can provide clients with a single-source solution,” said Tom Hallford, manager of the Sand Springs operations. “We recently worked with an East Coast chemical producer to procure materials, fabricate components, inspect materials, plan work activities and install fabricated items at their plant site. P2S safely completed a quality and productive field installation in less than 14 days.”

Power and boiler services
P2S has a well-earned reputation in the power industry for repairs, modifications and replacements for key pressurized components such as boilers, piping and manifolds. Work is usually performed as part of scheduled outages, however, P2S can quickly respond to emergency situations that arise from forced outages or surface during boiler inspections.

“We strive to be a premier provider of boiler repair and outage services to the utility and other industries,” said Brian Payton, a director of operations within the P2S Power group. “Our expertise in pressure parts work, safe work practices, quality and productive execution, and planning and scheduling provides plant owners a ready and reliable source for these services.”

Maintenance services
P2S is recognized as a provider of reliable, rapid-response maintenance services that help clients keep productive assets on line. Through its relationship with Fluor’s Operations & Maintenance business line, P2S can now support owners’ longer-term operations needs with steady-state maintenance services.

In addition to providing craft and technical personnel to help maintain a facility and its productive assets, steady-state maintenance services can include reliability and asset productivity improvement programs to support the maintenance technician work force. The blend of both technical and professional maintenance services can deliver dual benefits to owners — adherence to agreed upon maintenance budgets and optimization of facility and plant assets.

“The best way to engage the full value of our steady-state maintenance services is through one of our asset performance improvement assessments,” said Matt Johnson, head of P2S sales and marketing. “By comparing the levels of certain key performance indicators, we can quickly identify and quantify potential improvement opportunities of an owner’s facility.”

Capital construction
P2S provides multidiscipline, self-perform construction services for small capital projects and sustaining operations to owners in numerous industries. Given its heritage in turnaround work, P2S targets capital modifications and expansions that have turnaround-intensive deliverables.

Capabilities associated with general contracting construction include self-perform mechanical, E&I, welding, fabrication and civil/structural services.
Demolition and relocation

P2S has extensive experience in demolition of equipment and other structures on commercial and industrial sites. Services include site assessment, project management, dismantling, demolition, reassembly and testing. Another important related service offered is investment or asset recovery, which can help offset much of the cost of a demolition project to the client. During the assessment phase of a demolition project, P2S personnel can provide overall cost estimates including any necessary material and equipment appraisals.

According to Sid Richard, demolition manager, “The approach required to successfully and safely execute a demolition project, especially those near active production areas, follows the same detailed and disciplined approach as a turnaround project. Each project is meticulously planned to be executed in a manner that maintains the safety of all personnel and minimizes disruption to the operating environment.”

P2S can remove single pieces of equipment or relocate entire facilities. Already in 2007, P2S has disassembled, relocated and reassembled two gas processing plants in addition to numerous other projects.
